Seems the Play Anywere is for X-box exclusives (from what I can find).
Yep, you had to have owned Skyrim and all it's DLC on Steam to get that. Owning it on any other system doesn't count for the free copy. You also had to own it before the Special Edition was released.
That was two years ago, even if he had the original PC version it would be useless now.
There's some non-first party Play Anywhere tiles. Capcom seems to have embrased it, both Resident Evil 7 and Marvel Vs Capcom are Play Anywhere.

I don't own an X-box (or buy form the MS store), so I just did a quick Google search.

thus even if a title is play anywhere on xbox, it would only be availabl eon Windows 10 on the MS store. Not on steam
