Mouse Scrolling Problem with Steam on PC
Normally you left click and hold onto the scroll bar and move it up and down. For some reason after removing my finger from the left click, my mouse still controls the scroll bar, which makes navigating the page very challenging. Any suggestions on how to get scrolling to work normally?

Seems to be something caused by the update last week. If you move the mouse away from the scrollbar, it loses "grip". Moving it back on it, the mouse keeps pulling the bar. [edit: at least sometimes. Seems all a bit inconsistent]
Click the bar again to end it.

Is your left button jammed?
If not, clicking somewhere empty (within the page) usually helps.

No it is not jammed. And yes I have tried clicking on empty space farther to the left within the page with no luck.

You might want to do (one of) these:

1. Check the mouse settings by going to Control Panel -> Mouse -> Pointer Options -> Uncheck the "Enhance Pointer Precision"

2. Control -> System and Maintenance -> Device Manager -> Driver -> Update Driver

Okay, just did a few tests:
Steam does not like it anymore, if you move the mouse out of the client window while scrolling and goes into lock mode then. With the bar often being right on the edge of the window, that's an easy thing to happen.
As I said, click the bar to get it back to normal.

Yes clicking the bar seems to work. Still it's not as smooth to scroll as it once was. Will this issue get fixed in a future update?

This issue has been annoying the hell out of me as I've always been a scroll bar grabber rather than using mouse wheel, not been right since the friends ui update.

After updating Steam today to the latest version, i can no longer scroll pages via my super-standard Usb mouse's middle wheel. Middle wheel is not functioning / scrolling up and down ONLY in Steam and i have to drag scroll bar manually. Won't be there any fix?

I'm still having this problem, it's been 4 years. I've tried dozens of distros to try and fix it, is there a solution?

I'm only having the problem in Linux with Fishing Planet being pretty much the only game I play.

Here are two workarounds you could try if all you use Steam for is playing that game:
  • Make a script or desktop shortcut:
    steam -applaunch 380600
This launches the game and does nothing else.
  • Use View > Small Mode.

Thanks for the quick reply. It led me to a partial answer. Disabling the Steam Overlay helped but mouse wheel scrolling is at 1/100 speed and still reversed.
