If you are getting an error to try later, then perhaps try again later.
If you are using a wireless connection for all this, bypass that and use ethernet directly to the source unit (modem) and try again.
Steam is not necessarily the issue. It's just maybe your connection TO the Steam network that is the issue, since you are getting that error.
A forum search for that error will have many results that you can see. Then you can try what others tried also, in order to troubleshoot the issue.
EDIT..Sorry, but I see where you said you can log in from the desktop app. So your connection via the devices in question is the issue, not Steam itself.
No error with the desktop app means the issue is not with Steam. It's your connection TO Steam from the device you are using where you get the error.

When you say "cable", is that an ethernet cable from the modem to the PC ? Bypassing the router totally ?
It sounds like a browser add-on or security feature is maybe blocking you from logging in using a browser. If the client works fine, then that seems to be a conflict with the browser and logging in only.
It seems you are talking about two different issues. Which one do you want to focus on here ?

Did you even look at my search result link I took the time to do and post for you above ? I saw at least one recent thread on this with the mobile auth. and that error.
I looked at your search, I saw a few problems like mine but I didn't find the solution...
These codes are generated locally and do expire, they are temporal and hence, the time difference may potentially cause some issues.
It's also possible that you have some browser plugin / addon that is potentially causing this issue.
In your web browser, try logging in to Steam within an INCOGNITO tab.
This should allow you to test the issue.
