Report a translation problem
Report the user for impersonation and don't believe such things.
There's no such thing as duplicated items.
They're attempting to scam you.
Report these users though their profiles. (Although it looks this one has already been busted)
Steam staff will NEVER contact you through chat or profile comments.
I find it a bit too far to report a user just because his profile is linked in a scam by someone else, as long as there is no actual evidence.
Better to focus on the impersonator/author of the guide for now.
They are normally linked to 1 person or group of people scamming others.
Let support decide what to do as they will have all the logs from those account to make that determination.
Reporting the one who posted it is need as well. Most times the account was hijacked and if it gets banned, support can unban it when the owner has reclaimed it. Otherwise the hijacker will simply continue to spam with it and scam others.

It's all ♥♥♥♥♥♥♥♥. Read this thread. Report and block the accounts that tell you that duplicate items are a thing you have to worry about it. They are lying to you in order to steal your stuff.
