Obviously not legit.

Report the user for impersonation and don't believe such things.

Report the user.

There's no such thing as duplicated items.

They're attempting to scam you.

Correct.
Report these users though their profiles. (Although it looks this one has already been busted)
Steam staff will NEVER contact you through chat or profile comments.

I find it a bit too far to report a user just because his profile is linked in a scam by someone else, as long as there is no actual evidence.
Better to focus on the impersonator/author of the guide for now.

They are normally linked to 1 person or group of people scamming others.

Let support decide what to do as they will have all the logs from those account to make that determination.

Reporting the one who posted it is need as well. Most times the account was hijacked and if it gets banned, support can unban it when the owner has reclaimed it. Otherwise the hijacker will simply continue to spam with it and scam others.

Exactly.

Support will investigate and take action when/where needed.

have the same thing happening to me right now, i opened a ticket through steam, i have 2 ppl messaging me through steam chat one claiming that he reported me and the other claiming to be the steam employee an asked for a screen shot of the other convo between me an the first person, i sent that then they wanted me to show a screen shot of my purchasing history an i figure it was to use to claim it was theres but was stolen an was going to use the list to try to claim they was the ones making the purchases an having a list showing that is alot of help. ive recovered my account with methods similar to this showing a photo of my hard copy an key from my original counter strike is the only reason i know what they was doing was fake, an id bout say its one person acting as 2 cause after threatening me with perma bans an deleting my account they both logged off at the same time. i have screen shots i wish i could share in the community cause both of these account are pretty high ranking an have alot of games each, i have right at 1500 games in my library so i have ppl trying to scam me out of my account all the time. i have to keep it my account set to private an not public because of it. one of the guys runs a pretty good size vr steam group with around 11k members. steam group is called Tя!cks-or-Tяeats VR Ts-or-Ts-VR https://steamcommunity.com/groups/ts-or-ts-vr if anyone is apart of this group leave it now. they are using it to show some kinda of authority that they dont have. even after have my account for over 10 yrs and knowing it was fake pretty much instantly and dealing with recovering my account a couple times ive not dealt with this stuff since steam guard came out with dual authentication but its still had my blood pumping out of fear of loosing the account even while knowing it was a scam. ppl like this has to have a way to deal with them through steams support system cause the ticket system they have right now leaves you hanging way to long especially in 2020 when every company has some kinda of a twitter support system that u can reach out to an get reasonably fast responses to ensure the account i spend way to much money on at this point is going to be ok and the ppl thats attempting the scams will be dealt with swiftly. or whatever at least a support number that can be called, origin has one uplay has one dont know about epic cause ive tried to stay loyal to steam on that front in hopes steam would be forced to do better with the new competition on the market. this is not doing better, it seems more like the same with way more at stake.

It's all ♥♥♥♥♥♥♥♥. Read this thread. Report and block the accounts that tell you that duplicate items are a thing you have to worry about it. They are lying to you in order to steal your stuff.
