The issue was solved, just not in your favor.
If you are banned from a forum, you are also banned from participating in that game hub. You can not upload screenshots, artwork or workshop items and you can not comment on such items.
As the developer, or their appointed moderator, issued the ban, it is up to them to revoke the ban. Support can not help you with this and you will have to contact the game's developer, or the moderator who issued the ban, to get the ban removed.
Issue is NOT solved if you recieve errors.
With old Steam client it was able to post feedback to other user item.
I do not care about that developer who clearlly does not like feedback and censor people as they see fit.
It is really great that Steam now allow non mature developers to censor users completely.
Really great design that you can play product, subscribe to workshop items but if you found issue or fraud in it you can NOT post it as developer silent you.

This has nothing to do with the client UI at all. It was actually implemented before the new UI went live from beta.
Perfectly reasonable to be barred from posting on anything in the game hub as it is a ban on any type of communication in that hub.
It is related as i was able to post comments before now i am unable.
About year ago. I was commenting of some modification and one of the game Fan-bois was the moderator of that game hub. He clearlly was instructed to silent people with any type of negative feedback (even constructive). I do not cared then as i was able to post feedback (via comments) to other people items posted on workshop. After the new chat update i am not anymore able to do that. Developer of that game will not remove that restriction as they are but hurt.
There are report buttons for issues of fraud on the workshop item's page or the game's store page. You do not need to leave a comment for these as a report is the correct way to deal with them.
The bans, from what I see, were due to insulting others, not for criticism.

It was a change in how Valve decided to deal with forum bans, not the UI update.
They may have happened with in a few weeks of echother (not sure when the policy changed) but they are seperate changes.
He always submit any word that was kinda "insulting" as for "that reason". Maybe even if i type HI, i will be banned for "HI insulting"
For me it happend right after Steam update to new chat.
I am mostly everyday Steam user nowadays and i noticed it after Steam updated and i want to ask question on some workshop item sadly related to that product...
The author of that item has private profile, reject friend requests and unable to comment on that item. This is really Great! soo great.
