Are you using a router in the connection, along with that modem, or just ethernet from the modem directly ?
Boot the computer into safe mode with networking, and see if that helps. This is only a troubleshooting test step to help find the issue. Reply with what happens, please.

EDIT...Also, how many different regions for downloads did you try and did you try some very far away from you also ?
-Close Steam and find config.vdf in \Steam\config folder
-Open it in text editor (i used Wordpad)
-Find line called "PercentDefaultWebSockets" "50"

-Save changes in file and start Steam again. It is possible that you will have to restart it twice like i had to.
Now all should work - downlading games and updating them.
Those are adresses that Steam client should use for connecting to content servers (CDN). Strangely, they are missing in this file for some people.

This does not cover everything in the post that you quoted, and there still can sometimes be cases where more regions need to be tried. I would first try many more regions, and make sure to try some very, very far away from you also.
The closest or next closest region(s) are not necessarily always going to be the best region for the content you are trying to download.

There are many search results with the same problem. And using the forum search is a great way to solve issues that user's have surely had in the past.
If you have already posted that in another thread, feel free to link me to that post, but it's easier to try to help users when they keep their issue to just one thread about it, honestly. Going back and forth from different threads is not really going to be productive, with all due respect.

And after no response I kept trying and I actually found out that something is wrong my router maybe, but it was over 50 mbps download speed I am able to broswe and surf internet with it but when I just simply unplugged it as you said on one thread. So I followed your instructions and did it and till then I connected my mobiles internet to my pc via trasfer cable and then every download resumed on it's own plus it seems whenever I connect back my router same problem appears maybe this has do something with internet providers policy since all of the internet providers I mean globally, since this was explained to me by vodafone company since I was working in a work, point is that if you a months pack after 75% of the days your internet speed will be reduced along with every othere service like it will affect browsing and download, ping, packets so maybe this has to do something with it. And when downloads resumed on mobile internet connection and I was redownloading CS:GO so I went ahead and re-plugged the ethernet cables and restarted my router and it was downloading CS:GO but just because it was already conneted to the server maybe maybe my computer kept receving downloads because of my IP or something I don't know anymore but the issue is related to my router.
