there can be several reasons, but the most common are chargebacks and payment disputes
A. When he sent you the gift, did you claim it? If not then that will be why. It's not automatically added to your account, it need you to confirm if you want to accept his gift, or not.
B. Did you try rebooting the Steam client? If not, may need a simple relaunch of the client.
C. Did your friend cancel / chargedback the game? He have to check his history.

I have reboot the steam client about 3 times now, still nothing.
I dont feel like its has something to do with my friend's payment option as I am getting the steam email saying that I have received the game and that I just need to claim it.
My friend was also online with me when he sent me the game and was just like wtf... this has never happened to either of us.
He even sent me a photo from his inventory showing it was sent to me

BTW, if you’re following some guide on how to farm awards or badges, just throw it in the nearest bin.
