Can I just drag and drop steam to a new drive?
I'm upgrading my hard drive situation, moving from a single 1.5 tb drive to a new 500gb ssd and a 2tb hd. I have the 2tb drive now, can I just drag and drop my steam folder into it without having to muck about with things when my new C drive arives?

The main thing you need to do is save your steamapps folder. You can save that folder to a safe place, uninstall Steam from the old location, reinstall Steam to the new location, then restore the steamapps folder.

Keep in mind that any game saves might need to be backed up also, if you care about that, where games store saves in other locations on your computer.

Whatever you do, don't lose the steamapps folder. That way, even if you make a mistake, you won't have to redownload all your games.
