What is the exact model and model number of the computer ? If custom built, the motherboard instead.
Does the PC in question have an on board network controller or an add-in ethernet card ?

And I see it has a Killer networking device. Do you have the Killer Network Access Manager suite also installed ?
If you do, it is suggested that you have the driver installed only, as that Manager software has been seen for a long time here to be an issue with Steam connectivity issues.
Downloaded the 'Lan Drivers' & the 'Killer Control Centre' sorted everything out!!!! thanks a lot, now up to 16mbps!
