You don't have a manual setting to do this within Steam.

In the workaround above, you use a skin.

Did you restart the Steam client? After you added the skin and changed to it?

Ok well I just added it to my alt and it works, the only thing that it could be is that you unpacked it incorrectly to the Steam skin folder.

Should look like this;

Steam > skins > No wallet > resource > ect

and i still no see any skin there

Just right click on the .rar file > extract file... > Steam > Skins. Go to the setting on Steam > Interface > select the skin and restart Steam > profit.

Only thing I can think it was that it was not working correct is that you extracted the file right there and cut paste it into the Steam skin folder (and if you did then there was an extra folder there and would not allow Steam to see the skin).

but i cant see and select the skin inside the steam
