Report a translation problem
This isn't an issue with Steam but with the speed of banks.

Also, if it was refunded the same day, it may not show as a purchse. The charge may simply be removed from the bank/credit account.
Valve isn't in the practice of ripping people off.
You would probably get a faster relief by calling the customer service line for the card you used for the purchase and ask if they can see any pending transactions. They can usually see deposits before it shows where the customer can see it. The customer service for the card would also be able to accurately explain what the delay is.

Nobody here is an official Valve employee that has any control over anything, aRandoBirb. We are all users just like you are. The orange names you see are forum moderators. They are volunteers, not paid, and have no control over the financial system.
Call your bank as I suggested and see if they can see a pending transaction.
Go through the Help section until you reach a point that allows you to type a message that produces a human reply, no matter how you get to that point. It's there you just have to go through and choose the right options. What options you choose doesn't matter too much, just explain to them that you used the one you used because you couldn't find one that fit that allowed you to reach them.
Check with the card's customer support.
Your post doesn't say whether this happened a week ago, 20 minutes ago, or in another dimension.
Did you buy the game and then within 24 hours of that purchase, refund it?
If so, the money never left your account in the first place. If not, you need to check your cards, bank, wallet fund status, and Support. That's all that can help you - patience and reading carefully.
