Mbps is not the same as MB/s
So, your 28.7 Mb/s = ~3.59 MB/s
Steam > Settings > Downloads and check the box "Display downloads rates in bits per second"
Steam defaults to reporting in megaBYTES per second.
It takes 8 bits to make 1 byte, so you are actually getting about what you should get.
You can change the settings to display in megabits.
Steam (top left) > settings > downloads > tick Display download rates in bits per second
Mine is 60mb, i get 6.0 mb on average. spot on.
Though if you think that's bad, try downloading something like a 700MB file over a 33.6 modem. That took forever and a day.
Get faster internet. That is really the only way.
If you have a friend who has it, you can copy the files over that way and it should take less time. Either over LAN or copy to a USB drive/external HDD, then onto your computer.
