I have 35 mb/s internet but only can download at 3-4 mb/s
I download games and workshop items all the time and only get 3-4 mb/s with a average of 3.5 mb/s and my friends are on server US Dallas with me and we downloaded GTA V at the same time and he got 20-30 mb/s even 40 at times and I still only got 3.5 mb/s.

What do you get on speedtest.net or fast.com ?

Mbps is not the same as MB/s

8 bits = 1 BYTE

So, your 28.7 Mb/s = ~3.59 MB/s

Steam > Settings > Downloads and check the box "Display downloads rates in bits per second"

Right. You've got 35 megabits per second down.
Steam defaults to reporting in megaBYTES per second.

It takes 8 bits to make 1 byte, so you are actually getting about what you should get.
You can change the settings to display in megabits.
Steam (top left) > settings > downloads > tick Display download rates in bits per second

Yes just move the point and ignore any sales talk, when you put that . here > 35 it then become 3.5, this is sales pitch you see, and belive ^
Mine is 60mb, i get 6.0 mb on average. spot on.

Yeah it'll take that long.

Though if you think that's bad, try downloading something like a 700MB file over a 33.6 modem. That took forever and a day.

Get faster internet. That is really the only way.

If you have a friend who has it, you can copy the files over that way and it should take less time. Either over LAN or copy to a USB drive/external HDD, then onto your computer.
