I'll try regions + check the list and get back to you. DiagTrack has something to do with monitoring and throttling network usage, but almost everything does that by itself now and people say it's almost useless and just gets in the way and is fine to disable.
There is an easy test to see if you have other software than can be an issue here.
Reboot into safe mode with networking enabled, and log into your Steam account only, and set your region back to the default location and try to download again.
Change regions while still in safe mode with networking. Keep trying different regions. This is only a test and not a permanent solution, as if you see improvement, there are more steps to take to hopefully correct it for good.
Also, if you are using a wireless connection, that can be bypassed with ethernet from the source unit (modem) to the PC directly. Routers can sometimes be an issue with Steam downloads, even if you can download otherwise on the net just fine.

I'm on wired ethernet, and I'll see what I can do with the test, might take a while to see what it can do. Currently in the middle of a 65 GB download.
After trying those steps above, you might wish to post more info on your system and computer, so we can try to help more if needed.
The full operating system, including if 32 or 64 bit.
The computer model and model number, or motherboard if it is custom built.
Staying on a wired connection while troubleshtooting this is good. And you can post here while still in safe mode with networking, if you decide to try that step.
Will do, but first I was looking at the Steam download statistics and noticed something that to me at least seems very abnormal. I cannot attach the screenshot, but the download traffic across the world were going steady, until yesterday at 10:30 pm, the traffic skyrocketted and has yet to settle back down to where it was... I will fetch PC specs now.
Okay that could make sense but on the graph the jump was in a perfectly straight line... no gradual build up and all in one minute just seems supicious you know?
Yes, it's possible you have another issue that is contributing to this problem now, that is not related to the high network during that sale, and these steps can hopefully help you find what that issue(s) is.
Don't forget to post the computer info requested above, when you have a chance, and if you still have issues after trying the steps suggested so far.

Also, I switched to Japan for downloading region and have had a steady download rate with no drops, but just a slower rate than I usually experience which is to be expected since its across the freaking planet.
Keep that up, if you wish, and reply if you need further help. If you reply, please link us to the exact computer you have, on the official manufacturer's website.
There could still be some third party software causing minor issues, perhaps. Need the computer info, please, if you reply.
I looked and I'm almost positive that Corsair does not offer a method of searching for my exact computer, unless I'm completely clueless as to what I'm looking for. Also, I am still experiencing drops :(
If that is the only one, then are you sure all your device drivers are fully up to date for it ?
I still suggest safe mode with networking to troubleshoot, if you have further issues after this region change is showing results. Many prebuilt computers can possibly come with problematic software preinstalled, that does not get along with Steam.
I wanted to see the exact model to see what it comes with preinstalled, if so. But we can look at that later, if you wish. So ignore that for now, please. Sorry about that.
If you want to keep troubleshooting this further, you need to test it with safe mode with networking enabled. There in that boot, these types of programs will not run unless you launch them yourself. It's a clean boot state to make sure that Steam is not conflicting with other software on your computer, if there is any that is.
