SAM has never been a bannable offense unless used to inject cheats into a VAC enabled game while connected to a VAC enabled server.
It may trigger a VAC error though.
It might get you banned in particular games as some devs take a very dim view of it, particularly if using it to unlock achievements gets you access to in-game content that you haven't actually earned. Valve don't care though and will take no action against the account.
Users with VAC bans use that as a meagre excuse.
Historically, SAM has never triggered a VAC ban.
Some game developers don't like though.
If you're referring to suspended accounts, the same applies, I've yet to see action being taken.
After reading the chat with the UI dev, it's clear to me that they have no interest in taking action against such users.
But Valve does not mind it as long as achievements have no other purpose other than epeen.
