You'd assign those ports to your local IPv4 address.
I'd make it a static IP though, if I were you. And you'll want to check your specific router's port forwarding on Google. They're not universal.
I'm saying the process more or less depends on your router though.
Open up cmd.exe, type in ipconfig/all and check the DHCP -address, and connect to that on your browser.
Static through the ISP isn't needed unless one is running a server.
I think Teutep means your local IP through your router, not your the IP given by the ISP.
You can assign yourself a local IP address through the router, then do the port forwarding there.
