download limitations are in general
1) your ISP
2) your CPU being capped
3) your disk IO being capped
No, there clearly is not.
Many things can determing your connection speed to Steam, including the path said connection takes to get to Steam's servers. If even one node along the way is slow, then that will slow the whole connection.

Your connection to Steam's servers is not a direct one and can bounce around many times.
