The broken play time isn't allowing me to refund a game
I bought kerbal space program which I thought was a great game but found that is was not fun and was not worth the 45 bucks that I spent to get it. I bought the game a around 6:30 pm and stopped playing around 8 pm when I tried to refund it shortly after, the game listed it's play time as 10 hours so I can't refund a game that should be well within policy just because there is no way for me to speak to a real person.

Have you ever played the game on Family Share?
All hours are counted (free weekends, family share etc.), perhaps that is the reason.

Only 1.5 hours of your playtime are from the last two weeks so the issue does lie in when you played it before then

This.

If you played on a free weekend or borrowed through Steam Family Share, those hours also count for the two hours of game play.

Also If you Bought a game You have to have a min. of 2 hours and at least within 2 weeks of buying the game and in this sense you are stuck with the game and out of 45$.
