Change Download Region
The Steam content system is divided into geographical regions. The Steam client automatically detects its current region and uses content servers located in that region for best performance. Sometimes, servers in a specific region may be slow, overloaded or have a hardware failure causing download issues. It is advisable to temporarily switch to a different download region to use another set of content servers.
Steam -> Settings -> Downloads -> Download Region.You may need to test several regions other than your own.j
And you should try some very, very far away also.
I've tryed like 6 other regions.
Do you have Vodafone Internet Service or Vipre Antivirus by chance ?
Are you using a router ?
Post the Operating system, if 32 or 64 bit , computer model and model number or motherboard if custom built, please.
There is an easy test to see if there is a software conflict causing issues.
Boot into safe mode with networking. Test the download there. If you see improvement, then you have a software conflict in a normal boot.
i'm using Windows 8 64 bit. its a msi GE72 2qc Apache with a GTX960m
I'm going to try launching in safe mode next.
And do you have the Killer Network Access manager software installed, since that is an MSI board ?

I don't see Windows 8 in the drop menu for drivers.

They "may" work for Windows 8.1, but it is not listed in the drop menu.
That list only has W 8.1 64 and W 10 64.
How is it you have Windows 8 ?
Changing regions, especially on weekends or maybe big holidays, can often help you in cases just like this in the future. Good luck to you always.
