Can I refund and then buy the same game on sale?
I recently purchased The Witcher Enhanced edition for 9.99. Today it's on sale for 1.49... I never played it, am I allowed to refund it, and then buy the same game for cheaper?

Wasn't the Steam Winter Sale still ongoing on January 4th and the game on sale anyway?

It was on sale for $1.49 all throughout the Winter Sale too. Must have purchased it right after the sale ended.

Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.
