what does it mean when it says your account does not meet the requirements to add a friend?
i've been trying to add my friends but it says your account doesn't meet the requirements to use this feature, what do I do?

I think you have to pay $5 USD on steam. I don't know why they do that but I think it's to reduce spam accounts. in 2013 you could add anyone when you're new in Steam, now, it's different.

Yep, you have a limited account. A limites account can not send friend invites. You can recive friend invites from a non-limited account though.
