First you need to collect every card for that game. Sites like Steam Trade Matcher or Steam Card Exchange or fair trade groups on Steam can help with this if you're not looking to just throw money at the market.

Then you go to the badges page, and just click craft badge.

The most effective way is to either find the cheepest cards on (https://www.steamcardexchange.net/index.php?badgeprices) or to use a leveling bot that will trade keys for sets of cards. The bot I use is http://steamcommunity.com/groups/ViwuTradingService and it will get up to 16 sets per key quite often depending on the market.
