Run the game in a 16:10 or 16:9 resolution, ideally 1920x1080 if your monitor supports it.
Use fps_max 1000 instead of 0.
It only takes 15 minutes or so...
HDD needs atleast 50-80gb free to function normally. SSD on the other hand needs atleast 30% free. If they both get filled up then it results in game stutter and lagging, even freezing, because it needs more storage to work properly.
Side-note: if your SSD/HDD are old, it may be old hardware issue.
Also try setting nvidia settings to default, from the nvidia control panel. Secondly, try putting everything on max, shadows etc. Use the "auto" settings set in csgo.
If your GPU is also overclocked, downclock it to the default speed. Often overclocking GPU can cause problems. Stutter included.
You said that GPU is at 20%, when gaming, it should be way higher if I'm not mistaken. Probably around 60% minimum. If your CPU has integrated graphics then try going into Nvidia control panel and setting gtx GPU as primary.
