Steam Library Download Progress Bar not showing

Anyone had this problem that you can never see what is downloading. It is starting to piss me off. First, I can't see my download progress bar if its done or not. Second, It is really annoying that sometimes it shows and never shows at all. Third, why haven't steam fixed this and how can I fix it.

There is no game of what is updating. All I see is Ark Survival Progress Bar and that's all. I can't even know what GB is it cause every time I update. It shows more GB downloaded than the one it had progressed.
