Steam says game is running when it's not.

Whenever I close a game, Steam doesn't register that it closed and, as a result, can't run the game because it thinks it's already running. This happens for EVERY game I play. Even if I restart Steam, it still thinks I'm running every game I closed. The only way I can stop this is to restart the computer completely.
The easiest solution I found while searching onine was to close the game in task manager, but here's the thing; The games don't show up in task manager! How do I fix this so I can run games again without having to restart my computer?

What am I looking for past the first screen? I am not able to start the game from my desktop because the msg I get from steam is it's still running. I am not able to close the game when hitting the "Close" button. Thanks for any help :)

When you bring up Task Manager, it defaults you into the first tab's screen. That's obviously normally where you'd go to disable a wobbly behaving program. However, for more than this, click on the "details" tab and this will enable you to look further at exactly what programs are running. You should be able to find it then, though you may have to do a bit of checking to see exactly what the program is called.

I've been having this issue with Final Fantasy 14 on Steam. Another comment mentioned Razer Cortex, sure enough, that was my issue. In the background processes carrot arrow in the taskbar, right click the Razer Central and Exit Cortex, give it some time to restore any items and then close, and Steam should realize that the game isn't still running and will let you play again, without having to restart the entire computer.

I hope this helps someone - had the same issue as the OP, turns out Razer Cortex was the application that was preventing Steam from recognizing Dota as "Shut down" the moment i ended the process from the task manager everything got fixed.

I was experiencing the same issues described here and my issue was resolved by closing the external web browser that was opened when I clicked on a link through the steam overlay. No game processes were running, but steam still saw me in game, closing the web browser tab resolved the problem.

ok, for me wa notepad++, as i have opened crash log, ok, this is for sure STEAM issue not game, not windows, just steam client doing stupid things

Look at the top of the page. See that word DISCUSSIONS? Yeah, that's what these are, discussions. Don't make the silly assumption these are arguments. Most of us here aren't schoolkids and you cannot judge inflection by mere text anyway.

Anywho, discussions here are allowed to wander around a bit and deal with things as they arise, as long as they don't keep going for too long off course.

I politely advised once of the rules, which is what we are SUPPOSED to do as users. Go ask a mod if you don't believe me.
