It literally can possibly be the region on the other side of the planet, that is the fastest for you. Depending on the game you are downloading of course. Also, changing regions may not always give faster downloads, if your speed is maxed out already.

There can be other issues causing slow downloads also, depending on what you have tried so far.

1. What speed do you get downloading on Steam right now?
