Marketplace.tf overstocked items?

I simply do not understand at what point an item becomes overstocked. Some items have a huge amount in them like the mayflower or unleash the beast cases. although other items have like 400 items in it like the tough break cosmetic case and is overstocked. I was wondering specifically, if an item becomes overstocked at such a low count as 400, how do items get into the thousands. Most importantly, how do i look at an item and tell whether it is overstocked or not so i don't go through the trade?

i did ask marketplace and scrap.tf (cause marketplace is made by scrap.tf people). Although im not asking steam, im asking the people that use steam because theres not discussions on marketplace. But if you use marketplace.tf, you use steam so steam seemed like a good thing to fall back on if marketplace people dont get back to me.
