Try this first, please.

Now, you need to wait after clicking on the delete then "ok" button, and allow the page to refresh.
It may seem to hang and not be working, but don't click on anything until you see the main page refresh and flash.
This may actually take several seconds and seem to not be working. It is. Don't click on anything.
When you see the main page refresh, click "ok" on the settings window and try again to see if it resolved the problem.

that did not work :/ i had to access settings through application icon cause i dont see the main screen when i try to bring it up. literally i just see 2 think blue line borders and a blurred bottom bar. no other visual display at all. it is just my desktop with those characteristics.

Sorry that did not seem to help, but it's usually a good idea to keep things simple at first, then move on to more complex troubleshooting, as needed.

Do you mean this, for example ?

Others were having that issue a while back, and as far as I know, I have not seen a common cause of it just yet. Steam runs fine, and the icon can be seen when set in Windows in the desktop tray, and various Steam pages selected from clicking on that icon.

If that is the same issue you are talking about, I am not sure how to suggest a fix for it, except to maybe test Steam in safe mode with networking, perhaps. The strange graphical lines you mention above (blue lines) are news to me on this issue, however.

You can also try this below, but I would save this for a last option as needed :

Reinstall Steam

The Steam installer can be downloaded here: http://store.steampowered.com/about/ and reinstalled to the same location where it is already installed.

This may fix potential issues with Steam client and service files. Installing into same location will preserve all installed games.

WARNING! Uninstalling Steam will delete all game content.

I found this thread from a google search after I experienced a similar problem. I was able to work around it by changing the desktop scaling settings to 100% (from my previous setting of 125%) and back.

To change the desktop scale:
- Right click on your desktop
- Choose "Display settings"
- Choose the 100% option from the drop-down menu labeled "Change the size of text, apps, and other items"
