An antivirus that does not allow me to add real-time scan exceptions does not get installed on my computer.

Norton also may come with Norton Online Backup, or other child processes, which can be leftover if Norton is ininstalled, and can still be a problem in some cases, such as Steam connectivity issues.
Really, I would not have anything Symantec on my system, including Norton.
Even after you uninstall Norton and its child programs, if that applies, you will still have to fix all the issues it caused.
Reinstalling Steam and verifying the game files for games affected. You should be able to reinstall Steam right over the existing path, to fix issues with Steam, then verify the game files for all games affected.

Only test games by launcing them from your Steam library. Do not use any desktop shortcuts, or existing shortcuts. They are surely broken as of now anyway, if Norton quarantined the .exe files for Steam and the games.
Those shortcuts won't work anymore.
Many here simply use Windows Defender and add exceptions for Steam and games. I use Avira, as it has folder options as well as .exe options for real-time scan exceptions.
Even if you add exceptions in Norton, if Norton has other programs, they can still screw with Steam, such as in my example above.
Sorry, but the fact is many think it is a very overprotective anitvirus/security program/package, and don't like it. What I posted was factual information, with links to prove it.

In short, I gave you the choice to make an informed decision, after I fully INFORMED you of your choices in order to make that decision. I even told you that you "should be able to add exceptions in Norton", right off the bat.
