Is it possible to retrieve/reinstate licenses to your account after deleting them?

Yes. Permanently remove game, despite it's name, it not permanent.

How to restore a previously deleted game from your Steam account

Log into Steam > Help > Steam Support > Type the name of the game in (Search Issues, features and games) box

> Select the relevant game
Sometimes it may be listed more than once, you may have to check. The correct version should show when you previously activated the game

> It's not in my library > Restore the previously removed package to my account

Thank you both, I'm doing the Spring Clean event and the Blast from the Past trophy requires me to play a game which is no longer on Steam, unfortunately I deleted that license when the game was shut down. I've looked at your methods and I get to click install but nothing, is there anyway around this?

I think that game was removed from Steam. As it was a F2P, the license wouldn't have stuck to the account, unless you made a purchase from it, through Steam.

I it was doen with a support ticket, then Valve manually removed the game, so there is no option to get it back.
