Does a VAC Ban carry over to a new account?
Also, is there a program to like remove cheats on a com?

It will surely carry over cause another VAC ban if you play on the same computer, and not reset/reformat the drives and reinstall the OS. That new account will be VAC banned as well.

But otherwise, no.
