Payday 2 Won't Launch
Recently bought Payday 2: Ultimate Edition as it was on-sale. Downlaoded the game twice, yet it doesn't want to load. Any ideas?

You said the game will not launch, which suggests it is fully installed and downloaded, but then you said you "downloaded it twice".

And those two things don't make sense together, unless you mean you installed the game twice after uninstalling it the first time, perhaps.

Post your complete system specs on the computer, as well as the operating system, please.

You can go to "help" in the top of Steam, then system information, right click, select all, and copy and paste all that here.

That is a good place to start, I think. Feel free to give more details as to what exactly the problem is, too. Thanks.

Graphics Card: NVIDIA GeForce GTX 1060 3 GB
Processor: Intel(R) Core (TM) i5-7400 CPU 3GHz
Operating System: Microsoft Windows Version 1709

I downloaded the game once with the result of nothing loading as it said "Launching PayDay 2". I proceeded to downloaded the game again with the same result. Nothing pops-up and task manager doesn't seem to render the game visible.

Sounds like a software conflict causing issues with the game launching, and if so, reinstalling or redownloading the game will have no effect. You have to resolve the conflict first. Then, you can simply verify the game files instead.

That should be just as good as reinstalling the game, and much faster, too. But first, again, you have to resolve confilcts if they are there. Then verify the game files.

You did not post your operating system, please.

Are you sure you have all your drivers up to date ? GPU drivers, as well as the computer's other system drivers ?

Need the OS, please (Windows ?). Also, post your antivirus program and any other security programs you use. There may be other programs that can cause this also, if it is a software conflict.

EDIT..................

Do you see the "preparing to launch" window pop up then go away ?

Games do not run after 'Preparing to Launch'
