If you know of a new cheat, especially private cheats (ones that aren't on a public website), and can provide the links or the actual binaries, please send an email with pertinent information to the following email address:
vacreview@valvesoftware.com
All emails are read and reviewed by the VAC development team.

"Me and my friend sent mails to the given mail, but as I can see, people which use ths hack now for weeks, are still not banned (I don't call names or profiles, all I know is: They use it and don't get banned)."
We sent the Kevintrainer v2 and Aesir cheats. BOTH are still not banned! We sent it via THIS mail to them at... puh... january? maybe even december, I can't remember anymore correctly, but I know it was some time ago.

Does VAC work?
Reality: The simple fact is, for all intents and purposes VAC does work. Even community measured metrics show that[steamdb.info], relative to the growth of Steam and the popular games, so have the amount of cheat bans. The real number is likely even bigger.
For further discussion please see this thread:

Unless you are there with them 24/7, sitting right beside them all the time, from using a brand new computer and installing said cheat firsthand for the first time.
And even then, there are other ways for an account to earn a VAC ban, than the rightful user cheating.
It is just strange.
Also the kevintrainer has invisability as well as server host controll to set everything, and a teleport function. I got coded by Lililatex, if you know the name.
Aesir cheats is easy to see because if it gets activated written chat messages are comming like "... got killed by .... with ..." and that get spammed.
Other hacks are more rare; I already played with some with these hackers. They coded it on their own. Their use is totaly different to the two named tools.
Sometimes, it is as simple as editing one or two lines fo code on the same cheat, then that cheat can be redistributed and is not currently known to VAC as identifiable.
To be more sure as to not ban accounts by mistake, this is one reason why VAC only bans for identifiable cheets. VAC and Valve want to be sure the cheat is in fact a cheat, and not ban players by mistake.
The other side of this is yes, cheaters go free for longer. There is no perfect anticheat system. It does not exist. But at least you are trying to report the cheats, and that is a good thing and appreciated.
It's a constant cat and mouse game. The thread I linked above has some great stuff on VACnet, that you may find interesting.
COD:MW3 *IS* VAC enabled. If you're not playing on VAC enabled servers then 1. why not? and 2. then report it to Actiblizzard and 3. play on VAC enabled servers.
... I'm thinking about answering it... but how... ah yeah!
Read the threats which were sent by given by "The Giving one"! Then you know why I wrote that!
In this Case you shouldn't have written anything because your Knowledge isn't high enough for telling ME something about MW3 and Servers!
Store page for COD:MW3 lists its features to include "Valve Anti-Cheat enabled" right on the store page.

There is a VAC FAQ thread literally pinned at the very top of the COD:MW3 Steam discussion forum.

The game is VAC enabled.
I KNOW THAT MW3 IS VAC ENABLED!!!
BUT THE SERVERS ARE NOT FROM VALVE!!!
-> NO "REDUCED AMOUNT OF DATA SENT"...
*Knock Knock Knock*
Hopefully you got it now...
Your passive-aggressive outbursts are cute but what you need to understand is that what you're saying makes no sense.
You just said, "-> NO REDUCED AMOUNT OF DATA SENT..."
What you're saying is that there is no reduction in the amount of data being sent, not to mention you're leaving out some very important context.
I understand that English is not your first language but typing things in ALLCAPS and adding exclamation points won't make what you're saying make more sense.
If you are using Google Translate, then it is not working. Perhaps, it would be better if you posted your issue in your native language. Also, getting all angsty and huffy at everyone doesn't help much either.
You asked how to send cheat binaries to the developers and then you claim you already sent them. You already know the email address so what do you expect anyone here to tell you? Some super secret email address?

There are no servers in MW3 public ranked matchmaking and never been.
In case you want to know more about the client based network model system that Activision used on MW2, MW3, Ghosts, Advanced Warfare, BlackOps 3, Infinite Warfare, Word War II you can check out this pretty good vid that explains the basics on netcode in video games
https://www.youtube.com/watch?v=hiHP0N-jMx8
(check out "server type" at 11:00)
Also both cheats that you named are not new.
One is from 2012 the other one from 2016 and both cheats are detectable. I got 100+ banned steam accounts in my MW3sa Ban List that got banned (sooner or later) over the years for exact these two cheat sw. Whenever I see this cheats in a lobby and check out their steam profile its either with low play hrs. on record in MW3 or set on complete private.
Beside, as you might now Activision is not known for taking care of their "old products".
So do what makes the most sense, report the cheats via their steam profile and move on...
It is not worth the annoyance, even MW3 is one of the best CoD ever
