I am from sea region and I would like to know that is that legal to use the VPN access to the US steam store to purchase the ROW version game which is not able to purchase in the sea region market?

If you do this, Valve may terminate your access to your Account.

It's not "illegal". There is now law against it.
However, it IS a reason for Steam to terminate your account as per the subscriber agreement.
