My friend is offline for like 3yrs on steam, now that he's back, he forgot everything. User, pass and email. Well, he actually remember something, but he's not sure about the combination. His email might also deleted from ymail due to inactive for 3yrs. "He said, if steam can lead something or give him a clue on his user name, he might be able to login.

So does anyone of you know's how to write a letter on steam support?.

You absolutely need an account name, email address or phone number for the recovery process. Support can't help you if you don't have any of those.

he can tell the combinations of pass and user that he remember. Email might be already deleted by yahoo. He also made a pirchase using his old debit card, witch he already forgot the pin. But i think steam has a record on his name.

You need to do nothing, your friend needs to open a ticket with support and be able to provide proof of ownership.

You can't write a letter. Your friend needs to go throught the account recovery process.

If they do not have the infromation needed to recover the account, then there is nothing else that can be done, except make a new account.
