Steam doesn't typically (or ever) sell game keys, does it?
So it sounds like you bought these keys on a different website, which one?
If you are having trouble with keys you should contact the website you actually gave money to for the keys.
Valve cannot take it upon themselves and say "Publisher said this key activates X but we will make it activate Y."
It would be up to the publisher to tell Valve to activate a different game if it was even possible.
However, had you purchased the game from someplace legit like HumbleBundle, Green Man Gaming, or Fanatical, they should be able to contact Valve to have the key revoked. In that case, the key and game would just be removed from your account. Again, if you perform a chargeback, they will likely ban your account and your Paypal account.
What was the site you bought it from? And before you edit your post after answering, if you see the site name gets filtered, don't try and edit your post to bypass those filters. If the site name is filtered that tells us everything we need to know. Shady, illigitimate sites are often added to the word filters so people can't advertise them. This is because these sites often scam users by not delivering the product promised, or providing used or stolen keys.
You got a message back from Steam in an hour? That's simply awesome. The quickest reply ever. Most people, myself included, end up waiting days for a reply from Steam Support, but they answered you within an hour. You should feel lucky.
No he got a message back from the shop who sold him the key, not Steam.
Unless they keys/games is automatically upgraded I assume it's just a seller who thought what he/she sold was the one thing but it happened to be the other thing. On Steam itself this wouldn't happen since they don't sell keys.
