Forza Horizon 3 is it on steam?

Am i just realy dumb and can't see the Forza horizon 3 or is it coming out? and is it on steam or is every one buying it from the micosoft store becuase thats the only way i can purchase it like (pre-order) so is Forza Horizon 3 coming out on steam?!
