They are done in bulk and usually get rolled out after every Tuesday server maintenance cycle.
Game installs/uninstalls, add/remove libraries, clearing download cache and restoring back ups (and a few other things) also trigger the batch updates.

Just because you don't like the answer, doesn't make it wrong.
You should really look into why they changed it instead of complaining. It is more streamlined now and no more extra files floating in random game folders.

If you have nothing to add to the discussion, don't bother replying.
But to answer your question, these files are dependencies the games need to run. Steam did a nice thing here, but they need to give the option to not download these if the user does not want to, in my case I don't need any of those, they are just consuming precious space on my ssd

If they made stuff like this optional, then here comes the boatload of users complaining to Valve and submitting tickets for games not working. Maybe you don't feel you need them and that is fine. But if they did allow it to be optional, it would be a mess for them.
