Steam Wallet Refunds
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

Not really a "withdrawal", but it's the only way I know you can get money out of your account, under very specific circumstances.
You could buy some game as a gift, then gift it to another user in exchange for that user transferring you money. In effect it would be as if you made a withdrawal.
Ofc in practice it would have to be with someone you have a mutual trust with. Maybe an IRL buddy.
That would potentially flag the account for gifting abuse.
Could be, dk how that works.
I was assuming it wasn't about huge amounts of money or numbers transactions.
They have been cracking down on what looks like suspicious gifting activity as of late.
