If you run into this error try the phone recovery system hope you have it set up and hope that captcha randomly goes through. Really really disappointing for something like that to still be broken for a system like steam.
As already answered in this thread, it's because they use a fork of Chrome and it seems to be a bug when people with Chrome (or other Chrome based stuff, which can be a lot of things these days, especially OTHER game publishers' platforms) and plugins.
In other words, you're wrongly assuming it's a steam issue, because in all likelihood from the evidence we';ve witnessed on here, it does seem to be largely (if not all) down to plugins people employ on their Chrome setups.
And again, the solution was made clear too - try other browsers. Edge seems to be the easiest and quickest.
So its an ubosoft level of a problem, with steam.
So the problem maybe be in caching the browsers rely on. Try cleaning the cache, try re-installing your browser
