Have a good friend or family member in the lower 48 get one and ship it to you or wait to see if it shows up on Amazon or Ebay.
That's the problem though. By having a friend or family member ship up here. You forgo any hardware support from Valve as they only work with the original purchase owner. So if your headset or controllers crap out. You're out of that money.
They never shipped hardware to Alaska.
That's not true. Back when they originally released the Steam Controller. They shipped up here. I pre-ordered mine back then. But soon after they stopped doing it.

It is mainly due to the fact that Valve does not have any manufacturing plants other than the lower 48 in the US and EU.
Nothing new. Companies do it all the time.
Wait to see if it ever becomes available through Steam, Amazon or Ebay.
Time to start writing to your representatives to maybe raise the issue with the federal government.
Grind those gears towards ♥♥♥♥♥♥♥♥ channels. They're the ones who can do something about it.
