You can't. Inventory game gifts were removed 2 years ago.
Just refund the game.
You can only send the Steam digital wallet card on Steam using external payment methods.

Wallet funds will never be allowed to be gifted directly to another account due to the high probability of money laundering.
In-game items are not the same as actual games. Skins can be freely traded.
And PUBG items can't be traded now anyways.
