You have proof of ownership and access to the email.
Should not be that difficult.
Is it possible to share tickets? I explained my situation in a ticket and was told that I need to provide a CD KEY I assumed he meant for half life (counter strike) which is pretty much the only game I played on the account and I bought that over 20 years ago I think when you had to update half-life then install counter strike then update that! from the old pc mag disks.
Things only the owner can know. If its the old email, the better.
Make it obvious you are the owner.
Never share a ticket.

my half-life case will be long gone by now over 20 year ago
Tell them what you know about it. Date, etc.
And the other purchase proofs.
The first email, and that you just want to reset password with the connected email.
Back then steam asked for security questions. You could tell the answers......

and when I try to enter this information it just breaks, but again was just told to provide a CD KEY.
I've removed the ticket number (thanks for that)

Tell them the first email too.
And if it really does not work out, maybe write to the boss of steam. Tell him your ticket number and that the current process prevents owners of accounts access to their accounts.
