Insufficient privilege
So my friend gifted me a DLC but whenever i go to accept the gift, it says "Insufficient privilege". I have the game but I didn't buy it from Steam. I've tried adding it as a non-steam game and it still hasn't worked. How do I fix this. My account is also NOT limited.

Purchase the base game ON Steam and you can add the DLC. The requirement to add DLC to an account is ownership of the base game on that Steam account.

Either decline it and it will be auto refunded or purchase the base game first. You have 30 days to decide before it is auto refunded to your friend for you.

So I have to rebuy the whole game on Steam? What if I rebuy it, accept the gift, then refund the game? Would I still be able to keep the DLC?

No. Well you'd be able to keep the DLC I guess? But you wouldn't be able to use it. Which is what your questioning seems to be angling toward, a way to bypass Steam's DRM.

You either purchase and keep the game on Steam, add the DLC gift and be happy or you don't get to play it.

Steam dlc does not work with a non steam game at all. All steam dlc requires the base game on steam.

No, if you refund the game on steam, you will lose the DLC aswell. You will still be able to play the none steam version of the game just not with the DLC.

There is no way to get the DLC without having owned the base game on steam First!

Not a issue. You need to own the base game on steam.

It's not an issue or bug.

It's how things work in business. It's exactly the same as found on ANY Other platform.

You have a game on PS3, for example, you can't buy the DLC for the PS4 and expect it to work.

Actually it IS a bug and NONE of these solutions are gonna work. Decline the gift and have the person send it back to you. You have to accept it as soon as it's sent. Hope that helps.
