Steam Achievement Manager (solution in comments)
No idea where else to go, I keep getting "Failed to start steam.gam.exe" even though I have antivirus off and the necessary framework installed and I extracted it but not into the steam folder, checked wether it is read only and it isn't, ran with administrator permissions... did all they said and it didnt work.

Is this question about Sam or launching a game?
The game should be installed to Steam programfilesx86 steamapps - common
Press play in the Steam client.
As for Sam install anywhere and launch the Sam.Picker.exe
your launching the wrong one.
It is a form of cheat and should only be used when you just cant finish off the last achievement in one game.

Yea, why do you have SAM in your opening post as the title but your topic seems to be about a seemingly unrelated issue ?

Antivirus off may still not cover any hidden process of it, if they exist. It's better to make real-time exceptions in antivirus and security programs.

Also, AV is not the only software that can cause failed to launch errors.

That's true, and there are other games that ban for making any manual changes to achievements. But I still wonder why the OP has that as the title. That seems to be unrelated to the issue they are asking about with the error of launching the game.

It bears repeating that some devs don’t see it that way. Use it in their games and they’ll take action.

Valve won’t though - they don’t care.

True.

Why they released a game in 2013, linked ingame items to external steam achievements and then got upset about a program that has existed since 2008 is the Payday2 devs issue. I've never played it so I don't really know the full story

steam.gam.exe is a program in steam achievement manager. the way it works is it runs that program and makes steam think that program is the game. this problem was not being run for some reason. but I moved it from my c drive to my d drive it started working? don't know why but ok cool.

It's an .exe file, so it's possible that your antivirus was blocking its functionality. So if moving it to another drive, if that drive was somehow an exception for your AV program, could possibly explain why it then worked.

Not sure, but if the issue is resolved, thanks for replying and letting everyone know.
