I suggest using a program like MSI afterburner that monitors everything on your PC and tells wich part is failing to keep the FPS at an acceptable rate
And about the other, are they using the high settings as well? Because if so then I really don't know why they have better FPS than you
Did this behavior start recently, or has it always been that way on that EXACT computer?
no i changed gpu from 970 to 1070 ti i changed ram changed ssd changed everything only the cpu is used for 2 years
Did you make sure to plug the display into the correct port on that new GPU ? Don't know what motherboard you have, so can't check to see if it has on board graphics or not but we do see that mistake made by others here sometimes. It would explain the apparent low FPS.
