unable to send games as gift

i was trying to send a game to afriend of mine, but it says
An unexpected error has occurred. Your purchase has not been completed.
Please contact Steam Support.

then i try to buy the game for myself, the ets2, no problem. is there a reason why i suddenly cant send steam gifts?
i already use the steam gift feature multiple times before, and no problems ever arise until today

Look at their profile and note the shady cd key website they actively run. pretty much like everyone else who is whining about this 'change'

I agree. While I'm not big on schadenfreude myself, key resellers have caused enough damage to everyone, including legit buyers, to be glad their business goes down the hill.

This is also affecting me. The only people I gift games to are myself via my alts, and my brother. That's it. I'm the process of contacting Steam support, just need to wait for their response and hopefully get this sorted out. Some people like myself are innocent and only send games to myself or very close friends.
