a guy who named MoD Jerry contacted me and said he need to reboot my account, and i have to transfer my inventory to a steam bot, or i will lose all of them. Is he really an official staff? Is he safe? I am so

Scam, obviously.

Report, block and move on.

Think about it, would official staff ask you such a thing?
100% scam

I don't believe him at all but he first added my friend and immediately delete his information, and even covered his profile after that, that's so strange.

Nothing strange, your friend give away all his account credentials including the auth code to a phishing site.

Either your friends account was stolen or it was a scammer account from the start.

At least, it's a new approach from the scammers side, but frankly, that's painfully obvious. Don't give the person any account informations (name, password, codes) and don't send items or click links. Otherwise have fun as long as you like and report the account afterwards.

Real life/close friend or random Steam friend that is maybe hijacked and maybe in on the scam with MoD Jerry?

Unless you gave them your account information, then they can't do anything.

Seem your friend may already have done so, hence what happened to their account.

Stolen account then. When you meet the next time, tell your friend to change his password, deauthorise all other devices and order new backup codes (and maybe revoke his API key if there is one set up, just to be safe, although this sounds like a different scheme).
If he does not have access to his account anymore, tell him to use account recovery.

Don't worry about your stuff. As long as you do not give them away, the scammer cannot take them from you. He has access to your friends account, not yours. Otherwise he would not get into the effort to try to trick you.

already told him, but the thing i concern is that i get into one of his link which called something like a steam bot and he said that all we need to do is to wait after my stuff is tradeable... I know he must be scam but i am so worried if he really has that ability.
He doesn't have any ability.
He is trying to scare you into making a rash decision and trading away your items.
If you do Steam will not return them.
So ignore him

If you are worried your account is compromised do the following:

Scan for malware
https://www.malwarebytes.com/

Deauthorize all other devices
https://store.steampowered.com/twofactor/manage

Revoke the API key
https://steamcommunity.com/dev/apikey

Change your password

Well then don't play along. Now your account is safe. Hooray.

Seriously scams are pretty obvious because they either rely on fear or greed, both powerful motivators that can be used to make you act against your own best interests. And that's what we see here. You gotta do this thing to avoid catastrophe! Oh no! But if he had the power to delete your account or your inventory, it would mean he has admin level database access and if he did he hardly needs you to be involved in his schemes.

Not to mention the idea of "rebooting" your account is 100% grade A balognium. It's just rows in a database, if there was some issue they have backups and they can handle whatever maintenance during scheduled maintenance windows and it would never have anything to do with single accounts. Steam is never ever ever going to need your help or cooperation to deal with user accounts that they wholly control on their servers. Ever.

This is really just a Steam version of a "Wallet Inspector", are you going to give some random guy on the street your wallet because he claims if you don't he'll revoke your citizenship? It's funny how changing a couple of nouns around makes it almost plausible (if you don't know better).
