The game is only necessary to earn card drops for that game. If you trade for cards for other games, you can craft badges for those games despite not owning them.
Despite this earning badges via drops, for games that you don't own, is a definite bug. I would contact Steam Support to get those cards evaluated for legitimacy before crafting any badges with them, else you may risk your Steam account being audited for exploitation. It's rare that it happens, but better safe than sorry.
It should never be tied to achievements. Nothing should. Why? SAM.
When the card system was launched, a friend of mine received two cards for a game they didn't own instead of cards for Terraria. I informed them to contact Steam Support and they did. The offending cards were removed, and they were credited two card drops for Terraria to replace them. These drops worked normally.
It's a rare and sporadic issue, but it's one that can happen, and has happened, and if the OP is to be believed, is still occurring. Please don't make blanket assumptions.
Cards are tradeable. If people are willing to spend money purchasing cards for games they don't own in order to craft those games' badges, then that's their perogative. Sure, it means that you could potentially get to whatever level you wanted with only owning the bare minimum allowed for full account status, but you've still spent the money to have those levels. You've just done it on the Steam Community Market instead of the Steam Store.
Further, Steam level is connected - partially - to game ownership, as each game you own counts towards the Game Collector badge every account has. This badge grants XP like any other.
It comes with the territory. On PC, everything can be cheated since it's an open platform.
Achievements are more meaningful on consoles, since cheating not only requires a good deal of work, but also carries a high risk -- you'll just get your entire console blocked from online use.
If people want to display badges they think are nice, but are for a game they don't own, they should be able to. It's decoration, let them.
As per usual on Steam. And the issue is? What people do with their money is their choice, so again, let them.

i was trying to suggest that steam leveling has become a way to brag about how rich you are, and how much money you invested in your steam profile. instead it would be way more meaningful if you were only able to craft badges for games you've actually played, that way it would make sense since your level indicate that you have spent time, effort and and money instead of just money.
its a gaming platform, steam XP should equal the variety of games you have played and the time you've spent and the effort you put in to collect card sets. Then i would be impressed by how much XP someone has.
