if nothing is helping - exit steam, right click on steam desktop icon, open file location, delete EVERYTHING exept for "steamapps" and "Steam" (the launcher itself). REMEMBER TO SAVE ALL THE SCREENSHOTS YOU NEED SOMEWHERE ON YOUR PC. after that open steam, wait for update install, if your network still not working, keep clicking on TRY TO RECONNECT button or restart steam. you might need to reinstall your games later (not sure). It helped me after i tried everything. if i helped you, leave your thanks in my profile pls.
UPD: i also have "C:\Program Files (x86)\Steam\Steam.exe" -nofriendsui -nochatui in properties. dont know if it still has its influence. but to do that - right click on your desktop steam icon, properties, in "target:" you ll see "C:\Program Files (x86)\Steam\Steam.exe", change it for "C:\Program Files (x86)\Steam\Steam.exe" -nofriendsui -nochatui
UPD: Before this i reinstalled steam. maybe it wasnt necessary.

I don't have and never have had Epic Games Launcher on my PC, and countless others here either. Go spread your narrative elsewhere 👀
True ish. Just close the launcher. No need to uninstall. It worked for me. Steam working fine now.
