I guess it means the problem is probably on windows' side instead of steam, so I might find a way if I continue to dig, but not being great at finding the right key words for google searches it is probably taking me a lot of time for something very easy to do.
I had to put "All desktops" in the first of the two options at the bottom.
I still have absolutely no idea why somehow either steam or windows was saying "these new sub-windows are not part of the current desktop for the taskbar but they are for alt+tab", but I hope this will be helpful to someone else one day, so they don't spend over 4 hours looking into every nook of both steam and windows.

steam does not properly support windows 10. still. they need to fix it
Works fine on my Win 10 PC.
It's probably one of those weird issues that is caused by a lot of small factors that nobody pays attention to, making it hard to even figure out the cause before even speaking about fixing it.

i wonder what made you think twice about it. i advised for that weeks ago.
when you get home and shove you head up your ass, you can use whatever terminology satisfies you. but in front of the world, it is proper to use the right one. also "solved" marked threads do fade away from the focus and dont get attention by the people who are supposed to fix the problem.
i still have this issue. the workaround is not satisfying, as it changes the functionality of my entire operation system. so my interest is, that this thread, pops the eyes out of the people, that need to fix their software.
your wording provoked my wording. choose your next words carefully and dont blame me for the aftermath. when you have no idea and "someone" comes to give you one, ... behave properly.
you can also see the dictionary for "workaround" and "solve". it might help you see the difference. there are also wikipedia articles.
and last, but not least, you edit is still done wrong, as it just mocks me, it does not say anything about the workaround and its shoved at the end, wasting people's time to read your wall of text.
